Apartment units that were already filled is usually a sample unit and bought out or it could be because the previous owner has filled with interior units. Samples unit are usually designed as good as possible by interior designers. You can simply inhabit and enjoy. However, if the property is provided by the previous owner, it may not meet your taste.
Do not hurry to throw away the furniture! Full-furnished units are usually filled with major furniture, like beds, wardrobes, tables, and the living room couch, chairs and dining table, kitchen set, and the cabinet and the other shelves. Because of that, think about what should be retained, modified, repaired, or decorated.
If the budget is your main consideration, keep the style of existing interior. You just simply add accessories, color, or furniture to support the interior style. You can also combining two interior styles.
For example, if furniture and original interior is a modern style, you can add an accent rug with stripes of colors, the walls painted dark orange, replace the curtains with dark green translucent cloth, or put a retro stool and funky knick knacks. So, it become a combination of modern interior and retro style!
